Looking for Assistant Counsels - Legal Services Division in Hong Kong

We are looking to recruit 2 Assistant Counsels - these posts represent an excellent opportunity for junior lawyers to join the statutory body which regulates and promotes the development of the securities and futures markets in Hong Kong.

Responsibilities

Reporting to Senior Counsel in the Legal Services Division, both roles provide a challenging and interesting job opportunity for a junior lawyer to gain exposure to a wide range of work.

The key focus of the first role will be to act as instructing solicitor to conduct a range of civil litigation in the High Court and to appear in the Magistrates Court to prosecute offences. This is a hands-on role and you will be responsible for advising on the strength of evidence, preparing cases for hearings, including trials in both the High Court and the Magistrates Court, and handling any subsequent appeals. Other key priorities include providing written advice on the performance of the Commission’s statutory functions.

The key focus of the second role will be to act as in-house counsel advising on the performance of the Commission’s statutory functions and a broad range of matters affecting the Commission. You will also gain exposure to the preparation of primary and subsidiary legislation and associated documents administered by the Commission.
Requirements

* You should have a good academic record with 3 to 5 years’ post qualification experience as a solicitor handling High Court commercial litigation. For the second role, experience in contentious and advisory financial services regulatory work is preferred and you should understand constitutional and administrative law and be familiar with relevant securities and companies legislation.
* You must have excellent analytical and presentation skills, with the ability to understand complex issues and give practical, well reasoned and researched written legal advice in English. Knowledge of the structure and operation of the Hong Kong securities and futures industry and markets would be an advantage. You will be involved in policy initaitives to help promote Hong Kong as an asset management centre. You should be able to communicate effectively our regulatory standards and policies to, and interact with, market professionals at senior management level and maintain relationships with the industry and other regulatory bodies.

Requirements

* To be successful in this position, you must have a University degree and professional qualification in Law/Finance/Economics/CFA, together with at least 10 years of solid experience in the financial services sector, preferably with a background of product origination or legal and regulatory experience. You should possess excellent problem solving skills and working knowledge in the investment risks and structure of complex investment products. Candidates are expected to have led and coached multi-discipline teams and are prepared to work under pressure. Excellent presentation skills including report writing and an excellent command of written and spoken English is a must. Proficiency in Chinese and Putonghua and/or prior working experience in leading overseas financial markets will be an advantage.
